1. On nuclear weapons: Obviously, the fact that Russia has nuclear weapons has to factor in a major way into our decisions. The fact that Putin has threatened their use has to be taken seriously. But it cannot paralyze us. It cannot be a commit-atrocities-with-impunity card.
