    There are always drafting errors in bills, which lawmakers can typically try to address with a "technical corrections" bill. Likely won't be an option this time (just as R's blocked efforts to amend/fix ACA for years)

  9. Differences b/w net cost vs. gross cost (w/hypothetical figures) Net cost = Revenue raisers - Spending initiatives ($2 trillion in new taxes - $2.3 trillion in spending = $300B) Gross cost = Total cost of bill without accounting for tax offsets Latter is where we are on D bill

  10. Gonna be thinking about this piece through Oct. As D’s flesh out revenue raisers/spending provisions/tax cuts in reconciliation package, its *net cost* will be far below $3.5T Flying under the radar is bill can’t add more than $1.75T to deficit

  13. This part could be just as, if not more important than debate surrounding top-line figure. Many D’s betting new benefit programs will become too popular for GOP to eliminate But initiatives may also be easier to scrap if they barely get off the ground or prove to be ineffective

  14. D’s are still refusing to raise debt limit through reconciliation. Process would require D’s to specify a number, which R’s seek as political weapon Sen. Ron Johnson: “[Democrats] need to put a number to it… that’s why they have to use reconciliation”

  15. The GOP’s political gambit is pushing US closer to potentially devastating default in weeks. R’s still not inclined to make reconciliation easier for D’s. Would include barrage of votes in 2 vote-a-ramas Cruz/Romney said there would be GOP amendments

    Manchin has said that he wants to include means testing in the reconciliation bill. But - Some programs already include means testing - Some programs are intended to be universal I wrote about how further means testings could cut costs - and also backfire.
